Ans : Planning is deciding in advance what to do, how to do, when to so and whom to do it. It is an act that every individual or institution or nation prepare with definite goal. Development planning is closely related to economic activities of a nation. The objective of development planning in Nepal is to achieve sustainable economic development in primary, secondary and tertiary sector. According to Dalton, “economic planning in the widest sense is the deliberate direction by person in charge of large resources of economic activities towards chosen ends.” The concept of planed economic development in Nepal was conceived in 1949 AD, when national planning commission was setup for formulating a 15th years plan but the so-cold 15 years plan never came to the native of the general people. Instead, the concept of development planning disappeared along with the concept of dissolution of the national planning commission. Nepal started planned development efforts since 1956 AD and completed periodic plan by the end of July 2016. The Thirteenth (13th) plan achieve the target on only three (3) indicators, they are life expectancy at birth, density of mobiles and telephone at forest coverage area. The notable reasons behind failure are the demonstrating Earth quick and the Indian blocked include in Terai unrest of 2072 BS.
